You can download drivers directly from Ralink, without any charge. At this point HP does not have any drivers available for your system on Windows 8.1.
My best suggestion if you want to remain with Windows 8.1, check out the Ralink website for the driver. If the driver is not available, you may want to roll your system back to Windows 8.
