Thank you for the response. If you have already reinstalled Windows, it may be difficult to find the source. If not, there is troubleshooting you can attempt. It may or may not narrow down the root cause.
You can start by running a full virus scan of the computer. If it detects anything, it is likely what caused the notification to disappear. For more information on performing a virus scan, please check the support of your Anti-Virus/ Firewall software.
