I think i found a possible theory of the high cpu usage.
I was checking the data writes for when the audio would glitch and the CPU would change to 4x normal for all processes.
And I found that Microsoft-Windows-Kernel-Power%4Thermal-Operational.evtx would pop up every time.
So this is either a cause or an effect of what is happening.
In the Microsoft-Windows-Kernel-Power%4Thermal-Operational.evtx log I saw that it was changeing states from passive state.
No big deal... unless the process is messed up. Active thermal/power plan has the ability to change and controls CPU speeds (supposed to slow all processes down by fan speed to prevent overheating) I was thinking it might be reversed and speeds them up instead...
Or is could be it trying to slow them down when it hits peak...
As an experiment I renamed the log to Microsoft-Windows-Kernel-Power%4Thermal-Operational.evtx.BAK
This wasn't possible immediately because the process was being used by the AUDIO PROCESS.
Downloaded unlocked x64 and unlocked svchoct.exe that was running the audio process and renamed the file.
Restarted computer.
Immediately computer take notice and mscore (dot net) tries to rectify the missing logger file by reinstalling dot 4.0 from stored memory.
Hp Assistant takes notices (without ever being told to) and makes windows defender do a update and a scan.
Microsoft-Windows-Kernel-Power%4Thermal-Operational.evtx is now back in the logger.
